During the last days of 1996 campaign, ABC's Nightline decided to have an episode devoted to asking the question whether the office of the Presidency mattered. Why should it? We were at peace, we had had substantial economic growth and terrorism was something that happened "over there". The events of the last 12 years, starting with the Lewinsky affair and the bombings in Dar es Salaam and Nairobi, 9-11, Iraq, and ending with the Russian invasion of Georgia, clearly reaffirms that yes, the Presidency matters.
